Introduction
- Drummond Reed told the story of creating and publishing Introduction to ToIP White Paper. Four layers of the ToIP stack were introduced in the first version of the White Paper, ToIP is a protocol, therefore was created with the desire to introduce a complete architecture for the internet-scale trust. This protocol is not to be tied to any specific implementation stack. We learned a lot more about ourselves, we are quite bigger, we have 8 Working Groups instead of original 4 Working Groups. We would like to give the public more clear and precise understanding of the ToIP stack and ToIP Foundation
- Drummond Reed presented the Treatment & Guidelines document where we explain reasons why we need to create Version 2 of the White Paper.
Overall Goals of the White Paper
- White Paper should help to answer why do we need ToIP stack and ToIP Foundation. The WP needs to clarify what we are doing and what we are not doing.
- Judith Fleenor The WP is more of a “call to understanding” than a “call to action”. It is a way to communicate understanding about the purpose and work of the foundation. The “call to action” is more the job of the website. The WP is more of an educational tool. If we separate our general audience into three distinct groups: individual consumers, business entities, government entities, then White Paper can provide more focused explanation why ToIP stack is being developed.
- For consumer it is important because ToIP stack will simplify password-less authentication.
- For business ToIP stack provides a reduction of risk
- For government entities it shows how digital identities can be administered in collaboration with businesses and not just by government itself while providing more freedom for individuals.

- Scott Perry used a "building" metaphor. We need to describe the building and it's uses, not the blueprint with technical specifications. We need to make ToIP welcoming. White Paper should help to ease engagement into ToIP Foundation.
- Carly when you go to the web page—or this paper—the reader needs to get our main messages (and quickly). Website = capture attention, stir imagination, and then the WP is “what is it really”.
- Dave McKay White Paper needs to be broad enough that audience can understand it, but take it deep enough to take the next action.
Audiences
- Victor Syntez proposed to be more specific on types of audience we should consider when preparing new version of the White Paper.
- Carlywe should support different paths for reading WP, because audiences do not necessarily take a linear "garden path".
- Lynn Gray Bendixsen readers will be coming to find an answer to a question they have about ToIP.
Audience reading strategies
- Victor Syntezpeople might read only sections relevant to them.
- Carly that’s how many people read academic papers. They can take many paths through it. There’s a whole lot of “bouncing around”.
- Drummond Reed advocates papers that are highly scannable.
Decisions
- The WP should function as a a "call to understanding" to educate audiences about the ToIP stack and the ToIP Foundation. By contrast, the ToIP website should function more as 'a call to action' and address why audiences should get involved in the work of the ToIP Foundation.
Action Items
- Victor Syntez to post a request for comments on the #general Slack channel on "What is the ToIP Foundation’s unique value proposition?"
- Dave McKay will contribute text in the The Limitations of Account-Based Digital Trust Infrastructure section.
- Scott Perry will contribute text in the Real-World Trust Infrastructure section (possible renamed) but not until after Aug 15.
- Victor Syntez will contribute text in the ToIP Working Groups section.
- Drummond Reed will contribute text in the Introduction and ToIP in a Nutshell sections.
