See the three slides that begin here (in Google Slides). The third slide is also shown in diagram #1 below. ACTION: @Drummond Reed to work with @Sam Smith to describe a "thinner layer" approach than what is expressed in diagram #1 below.

In the NA/EU session Drummond will do his best to explain the rationale for CESR; in the APAC session we should be able to go even deeper into the topic with Sam Smith.
