This should be a SHOULD

[Drummond] This is a GDPR term for a set of requirements that apply to a GF group. This is just a subset of the GF

This only applies to GF that are EU compliant. In our GF we point to the recommendation in other GF/Jurisdictions

[Scott] There is no guidance, so it doesn't have a lot of value. We already gave charity on what you need to do to follow the GF.
