TSWG Layer 1 Spec TF

Establish Task Force for a Layer 1 Spec Deliverable

Due Date: 30-Sep-20

Task Force Charter - a basic what's in/out for scope:

Technical Interoperability definition for the interactions between Layer 2 and Layer 1

Focus should be on:

REQUIRED
- CRUD for:
  - DID - Anchoring DIDs with key rotation (includes possible KERI support)
  - DID Document
  - anything else?
  - Sovrin/Indy:
    - CredDefs
    - SchemaDefs
    - what else?
- Reference to Governance Framework that explains:
  - Adherence to main ToIP Principles <NEED LINK>
  - <TODO: flesh out various principles>
OPTIONAL(Limited list of OTHER items):
- DID Document serving (CRUD)
- do we need anything as granular as getNodes() / getConsensusStatus() / getObservers()...
- How should the Layer 1/2 spec tie in with Layer 1 governance frameworks (coordinate with GSWG)

Task Force Scope:

Define what a Layer 1 Specification MUST and SHOULD include.
Stick to the bare minimum. If a system can do various operations normally at a higher-layer, or if tailoring is required at a higher layer, it may belong there.
