Registry of registries

EU/NA Meeting:

Pan-Canadian Trust Registry report raises up the topic of 'apex trust registry' or 'registry of registries', which describes the pattern on defining which TR's are authoritative within specific governance areas. This problem is especially valid when doing international credential use (e.g. verifying education credentials between USA ↔ Japan).

@Darrell O'Donnell is working with CIRA to create a report on trust registries and the concept of registry of registries.

Lively discussion on what this means, and how it affects the TR Protocol.

@Sam Curren shared the DIF Credential trust establishment model of trusted governance, which provides a minimally practical solution to solve this problem.

@Scott Perry raised the point that our strategy in the TRTF group should be to involve the custodians of the trust registries. This would lead to accommodating better what's happening in the market.
