Establish Task Force for a Layer 1-2 Spec Deliverable

Task Force Charter - a basic what's in/out for scope:

Technical Interoperability definition for the interactions between Layer 1 (_____) and Layer 2

Focus should be on:

• REQUIRED
  • CRUD for:
    • DID - Anchoring DIDs with key rotation (includes possible KERI support)
    • DID Document
    • anything else?
    • Sovrin/Indy:
      • CredDefs
      • SchemaDefs
      • what else?
• OPTIONAL(Limited list of OTHER items):
  • DID Document serving (CRUD)
  • do we need anything as granular as getNodes() / getConsensusStatus() / getObservers()...
