We are working on a combined method of the meta-instructions for people to create governance following a ToIP methodology while at the same time going through the exercise ourselves for the Museum Pass use case.

Meta instructions established so far are:

1 - read and understand ToIP documents (to create an ecosystem using a ToIP methodology you need to understand in broad strokes ToIP)

2 - Different techniques to help you understand the users, roles, use cases, stories and tease out the details of your system

3 - Look at the capabilities and identify components that can meet the needs that were characterized in step 2.

Don't fail to incorporate risk into governance - 4 step cycle figure shared by Scott -risk assessment, governance requirements, trust assurance, residual risk takes you back to risk assessment.

Risk assessment lets you identify what kinds of governance challenges you need to address, then you come up with the governance requirements, the trust assurance step tells you how will you know the processes are being followed, and residual risk includes things like auditing.
