2025-09-02 TSWG Meeting Notes

Meeting Date and Time

  • Sep 2, 2025 The TSWG holds a plenary meeting once every month on the first Tuesday.

  • There are two editions of the plenary meeting to accommodate global time zones:

    • The NA/EU edition is at 08:00-09:00 PT / 15:00-16:00 UTC.

    • The APAC edition is at 14:00-15:00 PT / 21:00-22:00 UTC.

  • See the ToIP Calendar for all meeting dates, times and logistics, including Zoom links.

  • We will produce one consolidated set of meeting notes for both editions together.

    • Where it is helpful, the notes will indicate which notes were taken in which meeting.

  • Antitrust Policy Notice: Attendees are reminded to adhere to the meeting agenda and not participate in activities prohibited under antitrust and competition laws. Only members of ToIP who have signed the necessary agreements are permitted to participate in this activity beyond an observer role.

  • In addition to the licensing terms of this Working Group’s JDF charter, this Working Group operates under the official policy that any Working Group Participant who makes a contribution to a Draft Deliverable shall have a maximum of 45 days from the date of that contribution to exclude any Essential Claims pertaining to that contribution.

@Neil Thomson said that the Hospitality & Travel SIG at DIF is interested in the new Decentralized Trust Graph Working Group. Neil gave the example of six different legal rights holders involved with a single property, e.g., a hotel. And not all of them may be legally incorporated.

  • Currently in public review 02. Starting to get serious implementation feedback based on OpenWallet Foundation TSP Labs project.

  • There was very significant feedback on the nearly complete draft spec at the last meeting. @Alex Tweeddale, the lead author, is considering it.

  • This WG continue to work asynchronously. It expects to submit the did:scid spec to the DIF DID Methods WG starting sometime later this month.

  • There was recent news that did:webvh spec is looking at adding a location-independent version.

The AI & Human Trust TF is now the AI & Human Trust Working Group. This will soon be joined by a new Decentralized Identity Foundation WG called the Trusted Agent WG.

Decentralized Trust Graph Working Group (DTGWG)

This new WG, approved by the ToIP Steering Committee in May, is planning its kickoff meetings for Wednesday, Sept 24, at 8-9AM PT / 15:00-16:00 UTC and also 6-7PM PT / 10:00-02:00 UTC. This is the charter:

The scope of the Decentralized Trust Graph Working Group (DTGWG) is to define the socio-technical standards for a decentralized trust graph where there is no centralized database and all parties control their own subgraph of trust relationships. This work includes specifying requirements for key management and recovery, verifiable identifiers, verifiable credentials, verifiable relationship credentials, social vouching, relationship cards (r-cards), privacy-preserving zero-knowledge proofs, trust task protocols, trust registries, out-of-band introductions, UI/UX affordances, decentralized naming and discovery mechanisms, and governance considerations. This work will be based on the Design Principles for the ToIP Stack, the ToIP Technology Architecture Specification, other ToIP technical specifications, and complementary open standards for decentralized digital trust infrastructure.

@Neil Thomson mentioned the work @John Phillips is co-leading on the UN Global Trust Registry project.
