Inclusion - everyone in Bhutan must have this identity regardless of if they have the technology or money. Bhutan must find was to ensure that all people can have these identifiers. e.g. custodial wallets. People are issued a wallet at birth that will stay with them their whole life.
Tech is the small part. More efforts on other streams compared to technology stream. E.g. marketing, inclusion, UI/UX.
