	what does it mean to resolve a did:webs DID?		full resolution of did:webs did requires something that understands identifier delegation and multisig

will move all of the backlog items to a TODO page and will publish that page at the top level of the did:webs task force LF ToIP page.

@Kevin Griffin will check with Hyperledger contact about archiving the https://github.com/hyperledger-labs/did-webs-resolver repository

@Kent Bull look at the universal resolver metadata and make the universal resolver driver function correctly.

@Kent Bull will use the W3C did-test-suite repo to ensure that did:webs Python implementation passes those tests. Those tests will be added to CI.

Archive the Hyperledger repository
Do not return DID resolution metadata in the did.json
Use the GLEIF-IT/did-webs-resolver as the source of truth for the did:webs resolver
Change the package name from “dkr” to “dws”
