    (From Kevin -  Stages of Development for Working Groups & Task Forces - it's missing RFC2119 and a conformance section, which will be preferred/required by TFs submitting to WGs. Given we still have that work to do the first step is to do that - and then likely a second public review would be requested by the WG - none of this is set in stone and the TSWG chairs appreciate the feeling of moving goal posts - we're trying to do our best for the specs and toip)
